Jordi Escriu obtained a superior degree on Geodesy and Cartography Engineering (2004) and a technical degree on Surveying Engineer (2001) at the Polytechnic University of Madrid (Spain), along with an MSc in Geographic Information Systems (2008) at the University of Girona (Spain).
With extensive experience in the public geospatial sector, from 2003 to 2021 he worked for the regional mapping agency of Catalonia (ICGC, Spain), acquiring a variety of analytical and digital competences in multiple fields, ranging from development of web applications, data specifications, data quality management, standards drafting and analysis, Earth observation, to data interoperability and Spatial Data Infrastructures (SDI). In 2016, he became head of unit of the regional SDI of Catalonia (IDEC).
In 2008 he initiated his active contribution to the INSPIRE Directive. Initially (2008-2014) as thematic expert and editor in the Thematic Working Groups (Transports networks, Elevation), as well as technical guidelines reviewer (Administrative units, Coordinate reference systems and Geographical grids). Subsequently as facilitator of the INSPIRE Community Forum, for the Software&Tools, Elevation, Orthoimagery, Coordinate reference systems and Geographical grids domains (2016 – 2020). During these years (2008-2015) he became a member of the Quality Knowledge Exchange Network of EuroGeographics (Q-KEN), being awarded with the EuroGeographics Quality Practitioner Certificate in October 2015. Since 2013, he is also an active member in the EuroGeographics INSPIRE Knowledge Exchange Network (INSPIRE-KEN).
In August 2021, he joined the European Commission Joint Research Centre (JRC) in Ispra (Italy), as Scientific Project Officer in the Digital Economy Unit, for deploying the INSPIRE Maintenance and Implementation Programme while contributing to research on how INSPIRE shall evolve into a digital data ecosystem, the Green Deal Data Space. As part of his activities, he traces the progress and uptake of geospatial standardization (ISO and OGC standards) and the emerging European data policies in the scope of the European Strategy for Data and the Open Data Directive.
As project manager of the INSPIRE Geoportal, leading its migration to GeoNetwork open source, he is an advocate for spatial data sharing and the uptake of open source software in the public sector. Currently involved in OSGeo, as a candidate Charter Member.
